A new CSCS Labourer card is valid for two years. If you are still working as a labourer when it ends, you can usually renew for five years by showing evidence of your role. If you are training for a trade, a Red Trainee card may be a better fit.
This guide explains how CSCS Labourer card renewal works, what evidence you need, and when to look at another card. Rules can change, so check the linked CSCS pages before you apply.

CSCS introduced a two-year validity period for newly issued Labourer cards, replacing the previous five-year period for first-time applicants.
The change affects people applying for their first Labourer card and those planning their next step in the construction industry.
There are three important points to understand:
CSCS has explained that its card arrangements support competence and appropriate training pathways within the construction industry. Applicants should choose a card that reflects their actual role, qualifications and training status.
Use this checklist before you apply. Follow these steps.
Look at your physical or digital CSCS card to confirm when it expires.
The appropriate renewal route may depend on the card you hold and how long ago it expired. If your card has already expired, check the current CSCS guidance before submitting an application.
The Labourer card is intended for people carrying out general labouring duties.
If your responsibilities have changed and you now work in a skilled trade, consider whether you need a different card that reflects your occupation and qualifications.
Holding a Labourer card does not automatically establish eligibility for a skilled-worker card. You must meet the requirements for the card appropriate to your role.
A valid CITB Health, Safety and Environment (HS&E) test pass is an important part of the application process.
Do not assume that the test-validity period is identical for every card or renewal route. Check the current requirements for your specific application, including whether your previous test pass can still be used.
If you need to retake the test, prepare beforehand so that you are familiar with construction site health and safety principles.
For the applicable five-year renewal route, CSCS requires evidence that you are currently working in a labouring role.
Depending on your circumstances, this may include a completed employer declaration or a letter from your employer or main contractor.
Check the official guidance for the accepted documents and the information they must contain before submitting your application.
Use the official CSCS website to access the appropriate application route.
You can also check the available digital card services through My CSCS.
Follow the instructions for your application, provide the required information and retain confirmation of your submission. Check the latest guidance for application fees, processing times and card delivery.

You do not need evidence for your first two-year card. You do need it when you apply for a five-year card after a two-year card, or after a five-year card that expired less than a year ago.
CSCS accepts two types of evidence:
A letter must identify you by full name and date of birth, or by full name and CSCS registration number. It must also include contact details for the employer or contractor.
Upload your evidence with your application and do not email it. Incomplete forms may not be processed. If the form shows you are not working as a labourer, CSCS may query or decline the application.
Renew if you plan to stay in labouring work. Look at a Trainee card if you are training for a construction trade.
A Trainee card is not an automatic promotion from a Labourer card. You must meet CSCS’s requirements, and you need to have passed the CITB HS&E test within the last two years.
There are two routes to a Red Trainee card:
CSCS lists the qualification criteria on its Trainee card page. If you are unsure which card fits, try the CSCS Card Finder.
This is a simplified guide. Check the current requirements on the CSCS website before you apply.
| Card type | What it means | General eligibility route |
|---|---|---|
| Green Labourer | General labouring work. The holder is not on a recognised training pathway. | CITB HS&E test plus a Level 1 Award in Health and Safety in a Construction Environment or an approved alternative |
| Red Trainee | Working towards a construction qualification, or holds an approved non-competence qualification. | Registration on an N/SVQ or similar, or an approved Level 2+ qualification, plus the HS&E test |
| Red Apprentice | On a recognised apprenticeship. Issued free of charge. | Enrolment on a recognised apprenticeship |
| Blue Skilled Worker | A skilled tradesperson with a recognised competence qualification. | An N/SVQ Level 2 or above in your trade, plus the HS&E test. Check the Card Finder for your trade |
For a Labourer card, the route depends on how long ago it expired:
Cards obtained through the old Industry Accreditation route (sometimes called grandfather rights) have expired. If that applies to you, read the CSCS Industry Accreditation page and check which qualification route suits your trade.
A newly issued CSCS Labourer card is valid for two years under the rules introduced on 1 February 2025.
Eligible applicants can renew for five years if they meet the applicable requirements. Evidence of continued employment in a labouring role is required for the relevant renewal route.
Potentially, yes. Check the current CSCS evidence requirements and whether a main contractor you work for can provide the necessary confirmation.
The applicable test-validity period depends on the card and application route. Check the official CSCS requirements before booking a test or submitting a renewal.
You must meet the requirements for the relevant Trainee card route. Depending on the route, this can involve registration on an eligible qualification or holding an approved Level 2 or higher occupation-related qualification.
You should check which CSCS card applies to your current occupation and whether you meet its requirements. A Labourer card should not be treated as a substitute for the appropriate skilled-worker card.
Check the current CSCS guidance for the correct renewal, appeal or alternative application route. Your options depend on your previous card and individual circumstances.
